PTPR Amendment Approval Workflow

The system was developed in response to the needs of the Landscape and Territorial Planning Area of the Lazio Region’s Regional Directorate for Territory and Urban Planning, in order to digitise and manage a large volume of descriptive and geographical data relating to the procedural workflow for observations submitted by municipalities and private parties concerning amendments to the Regional Territorial Landscape Plan (PTPR). The system therefore integrates with the PTPR Geographic Information System and makes it possible, through a Web-Oriented system, to track PHASE II, concerning the management of observations, and PHASE III, concerning the assessment and formulation of opinions on observations and the possible validation of amendments to be made to the PTPR. The system uses the full range of ArcGIS Server components and, through its standard web interface, provides tools for entering, editing and searching the descriptive data associated with observations, as well as WebGIS editing tools for defining, modifying and subdividing geometries and carrying out Geoprocessing operations.

The main functions of the Web-Oriented system are:

• User management and profiling, with tools for creating, editing and deleting system users, assigning access privileges to system functions, managing password expiry requirements and changing system access passwords
• entry and editing of the descriptive data associated with observations.
• management of subsequent additions, with tracking of editing activities carried out by individual registered operators
• management of the observation status
• entry and editing of geometries describing the area concerned by the observation within the regional territory, through a WebGIS interface with snapping functions and cadastral data search capabilities
• analysis of intersections with the Regional Territorial Landscape Plan maps, allowing decision-makers to verify the presence of any constraints in the areas concerned by the observation. The tool performs geoprocessing operations, such as intersect and spatial join, and provides operators with a report for each PTPR map
• definition of the opinion/outcome regarding the observation, using WebGIS clipping functions (subdivision of the observation) to identify portions to be accepted, rejected or partially accepted
• final summary report containing the subject and request of the observation, the outcome and opinion expressed by the Officer, notes on amendments to be made to the regulations and/or Plan maps, and a map extract showing the boundaries of the area concerned by the observation overlaid on the Plan maps.

The system is installed and configured at the Data Processing Centre of the Landscape and Territorial Planning Area of the Lazio Region’s Regional Directorate for Territory and Urban Planning. Access is restricted to Intranet users.
